Client
Inova Health System is a not-for-profit healthcare system based in Northern Virginia. The System consists of seven hospitals and associated health services including free-standing emergency and urgent care centers, nursing homes, women’s services, blood donor services, wellness, and even home care.
Need
To mitigate the threat of competition entering into their key market and in response to strong political pressure for expanded patient access, Inova began to develop a new medical facility prototype for their densely-populated area. They determined the service mix and business feasibility that aligned with their vision. Although Inova had the resources in-house to implement on-campus projects, the organization’s staff was not experienced with new campus acquisition and development projects. Inova needed a partner like Hammes Company with the project management experience and flexible staff necessary to take responsibility for, and successfully complete, the project on an aggressive schedule and within the system’s budget.
Solutions
Hammes Company performed a complete feasibility analysis including developing the best service mix and detailed business plans. We then determined physician interest in an Inova-owned building, first securing commitments through letters of intent then signed leases. Hammes also conducted a competitive office survey, completed a site analysis, and analyzed financing options for the new facility. The analyses proved the new facility would accommodate Inova’s potential growth and that it was financially viable.
The land purchase was closed and required permits were obtained by Hammes. Since the typical permitting process would have precluded completing the project within Inova’s schedule, Hammes Company worked closely with one of the toughest County zoning boards in the country to secure phased issuance of permits. This allowed Inova to begin site construction nearly one year earlier than normal. Hammes Company concurrently led Inova through selection of the architect, engineer and general contractor.
Hammes supervised the site planning and building design and addressed project management issues to ensure the project would be delivered within Inova’s budget.
Results
As a result of Hammes Company’s project management expertise, the 140,000 SF Inova HealthPlex Ambulatory Care Center was delivered
on schedule and $250,000 under budget. Additionally:
- Budget planning enabled a $7 million medical equipment program, allowing Inova to acquire necessary equipment while remaining under their budget limits.
- Securing phased building permits assisted in the rapid development of the HealthPlex, allowing Inova to keep their strong foothold in the area.
- A shell was added to the facility to allow future expansion with minimal disruption.
- Additional surgical capacity was added in conjunction with a newly-developed ambulatory surgery center.
- The HealthPlex exceeded budgeted projections, allowing Inova to expand its market share despite regional competitors.
