St. Bernard Parish Hospital, Chalmette, LA

After Hurricane Katrina devastated Chalmette and all surrounding areas in 2005, Hammes Company was selected by Franciscan Missionaries of Our Lady Health System (FMOL) to provide site planning, a financial feasibility analysis and a detailed pro forma to the St. Bernard Parish Hospital Service District (HSD) in support of developing a new medical center in Chalmette, Louisiana. Hammes Company partnered with FMOL to achieve local, parish and state approvals for the project, supporting the effort to secure federal and state funding sources and securing a rural hospital designation – thus enhancing the financial viability of the project. Hammes Company was then selected by the HSD to provide the full suite of project management services for the new hospital and medical office building.

Additionally, Hammes Company assisted the HSD to secure and distribute necessary funding for the project, including numerous state grants, tax credits and disaster relief programs. Prior to Katrina, the population of St. Bernard Parish was 68,000, but has since dropped to a post-Katrina low of 12,000. The population, alongside the local economy, is expected to grow now that the hospital is operational. The campus is greatly impacting the health of the local economy and job market.

Some of the special engineering and design features integrated in the new hospital will help it withstand future natural disasters including generators and diesel fuel tanks built 25 feet above ground to avoid flooding, and if needed, can switch over in 10 seconds to power the entire hospital. Both structures were designed to sustain extreme conditions, including hurricane-force winds.
